Presidential Scholar Awards are based on the following criteria:
All graduating seniors who are citizens of the US and have scored exceptionally well on the ACT/SAT are eligible. The Department of Education then looks at test records for the top 30 males and top 30 females in each of the states/jurisdictions. The combined scores from the top male and top female are then ranked from high to low in each state.
